To repeat myself, the exposed logo ОГЪНЪ indicates the safety lever position for FIRE in the Bulgarian spelling; the Russian spelling would be ОГОНЬ. There is no way for a native speaker of Russian or Bulgarian to get confused about this matter. The following Wikipedia pages explain the roles of the hard and soft signs in Cyrillic alphabets:
