Could have been used by normal or secret police would be my guess.

If condition is good and depending on price would be the motivating factors for me regardless of who it was contracted for.

I would take a very good condition army pistol over a beat up police pistol unless it was a real steal price wise to use as a shooter.

There were generally fewer German or occupied countries police pistols made than Army, Navy even less.

As far as resale value it depends, are you gonna keep it for 5 or 10 years or look to turn it over in a year or less.

Check gunbroker and see what folks are asking as a starting price on them and then check if they are getting that price or higher when the auction ends.

One thing is for sure the prices won't go down, even if you over pay today if you are in it for the long haul you will never lose.
