Well, it sure isn't a rework marking, that is what the older books state, but newer information in the last 20 yrs has shown that;

1. It is NOT a date
2. It was never for refurbishment

What it is, is that after WW1 guns and other items were being stolen from gov't / military arsenals. So, there was an edict that stated that all weapons would be marked with 1920. It was right around that date, but its not a date, as you find the marking on 1921 lugers etc.

So, although it looks like a 'double date', it is not.
