Could be many things here... The Luger is a precision mechanism with very tight tolerances.

If all the parts are matching, I'd first disassemble the gun and check metal to metal contact resistance without the recoil spring engaged. Make sure it's properly lubed.

Could be dirty. Could be mismatched parts; Could be bent parts; Obvious damage?
