Your holdopen may be kept from doing its job properly by swollen wood on the inside of the grip. The holdopen is operated by the magazine button pushing up under holdopen. See if this problem happens if you fire the gun with the right grip removed...

Another problem you may have is weak ammunition. You did not mention the caliber, but if it is 7.65 Luger (.30 Luger) much of this ammo is intentionally underpowered because it may be used in guns not designed for modern ammunition. It could also be that the main recoil spring may not be the proper one for your Luger and may be too strong...

You magazine may also not be a good fit for your Luger. Many Lugers are magazine finicky... try a different one.
