With the exception of the military acceptance mark on ejector assembly in the last photo, they appear to be actions that left the factory before completion, or maybe captured from the factory in their current state.
I would be wary of using them to build rifles without having them tested for proper heat treatment... since you don't know if they actually completed the manufacturing process.
If tested good, they should make some fine hunting rifles once the straight bolt handles are properly reshaped or bent for scope use.
