Snapping on an empty case, I assume you mean with a spent primer in it, is not really an great option as when the primer indentation is really established (from multiple hits) it MIGHT not slow down the firing pin enough. Snap caps are plastic rounds that have a spring loaded primer that moves and transfer the energy safely to the primer spring.
