In Germany you have to have a reason for owning a gun, these include hunter, sport shooter, collector, and in special cases inheritance. Sport shooter takes about 2 years of documented shooting in a recognized club and you are only allowed to own weapons for that discipline. Collectors have to submit a detailed description (small dissertation) of the era and type of weapons to be collected which has to be judged by a government official as providing a historical significance. Hunters’ are allowed to own 2 handguns of hunting caliber.

None of these options are cheap. The hunter’s license, including the required course, cost about 1000 euro. The collectors license cost me about 1500 euro. On top of the fees you have to have an approved gun safe (500-1000 euro).

I don’t remember giving fingerprints, just a background check in addition to the other requirements.
