Perhaps some of our British experts can jump in, but my understanding is that the proofing of British guns is officially (or was) the task of a guild like organisation.

I remember reading some stories on the British proofing procedures. Interarms, with it's main warehouse in Manchester, was obliged to use the services of this guild/organization for reproofing military firearms that were commercially sold abroad.
