Laxarus, The Mauser Banner toggle was used in many commerical, contract & police lugers; not military. After April 1940 they all would have had the E/N test fire proofing, but if police probably would have also had a police acceptance marking on the right receiver. I believe that I also see an "X" mark on the left receiver, which would indicate Russian capture, so they may be responcible for the mismatch. TH
