Your English is a lot better than my German!

Probably an approximation in English would be "Budget Directive Number 185, 1909, Instructions for Handgun Marking". It seems odd that handgun marking instructions would be a budget item. Was it issued by the Finanzministerium or by another government agency and the "Etat" might actually be "Etatsjhar" (fiscal year) for that agency?
