Judging from the date and style, the writing is actually English. Writing on a wooden surface with what looks like a ballpoint pen or a hard pencil is difficult and will distort the letters.
I think a veteran wrote down where he obtained it, so I guess it would start with 'Battle of ....', a further location (or unit) description, followed by the date and the name of the writer.
It would be tempting to think that someone described the second battle of the Marne, which started on the 15th of July, 1918. US troops were present there and did quite some damaged to the advancing Germans.
