I have to concur with the opinions expressed above... and I have been studying them for 50+ years.

The changeover from straw to blued small parts has been very well documented by advanced collectors to have taken place during 1937 due to wartime shortcuts... if your 1936 Luger has all blued parts, the chances that it left the factory that way are extremely slim to zero. Your first answer above, is from Frank M. who I personally consider to be a foremost authority on Mauser Luger production.
