I would add that there has been extensive debate as to whether a C&R is considered an FFL. And if a C&R is allowable for shipping through USPS. It is, it's an FFL 03. The regulations state FFL Dealer to FFL Dealer. However the term Dealer is ancillary and was used in conjuction with FFL when the regs were written.

I have talked with 3 or 4 Postal Inspectors concerning the translation. One said he wasn't sure. The others all said that an FFL is an FFL, that the regs were meant to pertain to a "licensed person as opposed to a non-licensed person. The regs were written when the only FFL was an 01, or a general "Dealer's" License.

U.S. Postal Sevice. "200 yrs of tradition unhampered by progress".
