Just another variation of the Nigerian money scams. Enough people caught onto these letters so they have moved shop to places like England, which affords a certain amount of up-front respectability.
If you bite, they will ask you for your baniking information including routing numbers, etc and they will clean you out of anything you have in this account.
There is a hilarious site on the net called something like "scam baiter" where he strings these people along, getting them to do silly or outrageous things since they think they've caught a live one.
Delete this at once and do not respond in any way.
