Need Help.

A friend of mine has a 1942 Banner rig, beautiful gun, but it has black plastic bottom mags with the gun. Did the police ones ALWAYS come with thier own numbered mags, or since this was the last year of production, could weapons have been issued with these?.........thanks, Ron Angleton
