Joe, this is just "educated" speculation, but it looks to me like it is a post war Erma made .22 conversion that may have been branded to the stamp on the rear part of the toggle assembly. HEP-NYC may have been the dealer or importer.
It also looks parkerized, and not blued. Is that correct?
A very interesting collectible piece IMHO...
