Your Luger is an early military model. A new barrel can be fitted and would have to be properly headspaced by a competent gunsmith, hopefully much quicker than 18 years! If you just want to put the proper length barrel on it and have it in shootable condition, it probably will be in the neighborhood of $200, maybe less. When it is done, you will not have a very valuable piece, probably $400-500 or so, but it will be a fun gun.
