Jim, welcome to the forum.

It has the cut out for a luger like magazine, but does not have a luger tool pouch (big giveaway that it was usually not made for a luger). My first guess is that it is a p38 holster that someone modified for luger, not the other way around.

However, some post war holsters were made for either a P38 or a luger, but they usually are the softshell type.

i'd be curious to know what the markings are on the inner flap area? LPN or IPN and is that weapon or serial number rear right, both are indications of a police marking.
