There are two versions of Luger "babies". You are correct with respect to the 4 (possibly 5?) scaled-down Lugers that were originally made in their small configuration. There were also a few 7-shot Lugers, including Georg's personal one, that were made by shortening the grip frame and barrel of a standard Luger.
