Aaron, Thanks for the plug...If this were my holster, I would hesitate to restore it. The condition of the front body and top is far from the ideal one looks for.
Replacement of the closure strap and the left belt loop would run $75-80 and even though it would complete the holster.. it might be throwing your money away considering the rest of the holsters condition.
At the very best it would be a push.
On a holster without these condition issues, it would be more feasable.
