I am now thinking I may be right- that the barrel is a replacement of an artillery barrel. I think that it is marked with a small s/42. Tomorrow I will try to photograph the markings and barrel, with the frame cut. The reason I suspected anotch for the sight is that nothing else would be a reason to make such a notch. However, I have looked at a LOT of artillery lugers in the last week, and every one has the sight down, no one has photoed the underneath.

PS: The luger came with a 1942 (?last number not clear) and CYQ maker marks on the back, a wooden based matching magazine and one aliuminun based perhaps modern one. I susmize a WW1 luger, rebarrelled and issued in the days of WW1.
I would love it to be a police model!
