With regard to Lugers in my area of the country the BBGV is treated with contempt. Promotors of it...especially to the degree you suggest, fare even worse. Inaccurate data is it's primary weakness. The price guidelines are also quickly found to be meaningless in the real world.
In sharp contrast to the BBGV, this forum is free, friendly, and very accurate. The BBGV simply can't compete with it ...on any level.
BTW, I don't think too much of the term "Frankenluger". It qualifies as nothing more than a snide label. Lugers, for a whole lot of people, are more ...a whole lot more..about engineering, design, history, and quality rather than matching numbers or the all too pedestrian concerns of the marketplace. I have three which are all matching. They are beautiful examples.... and they sit in a safe. But the others that I can haul out and shoot and tinker with are the ones that bring the most joy. They are the true beauties as far as I'm concerned. "Franken" anything about them doesn't apply.
