Joe, Very nice holster! I love the photo too...Do you think it would be possible to scan closer to see his belt buckle? I would love to see it.
Looks like he is wearing a double magazine pouch too....

Can anyone reveal more about this 1917 order to the Imperial German Navy?

I cannot answer your question but I suspect it might be in reference to the adaptor straps for the stock block so the holster could be belt worn without removing the stock block or installing a permanant belt loop.
