This file isn't in the executable format. For those of you who have alredy downloaded the previous version, open it and then from the FILE menu select OPEN and chose this version.
For the others, download the previous version and do as above or, if you prefere, install the E-drawing viewer. You find it here: http://www.edrawingsviewer.com/pages...oad/index.html
