The rules seem to apply only to components needed directly for the firing of a gun ie; barrels, slides, magazines and firing pins. Pins, screws, springs, grips and the like don't appear to be affected. The occasional 1911 firing pin seem to get thru, but you're right, a lot of Luger parts are gradually appearing again. I guess the geeks at ebay don't know what a toggle is really for. I managed to pick up a Luger extractor from a British guy, who just described the part as a Luger tool. It was up to the bidder to know what he was buying.
You guys over the pond had better really stand up for your 2nd ammendment rights, or it won't be too long before you have to be criminals to own a gun.
