The BATFE considers the lower grip frame the "receiver" on a Luger... but Lugerdoc is correct that some firms do treat either the grip or the barrel extension as the receiver in their dealings... but the BATFE are the folks that license the dealers so their definition holds a little more weight IMHO, even if they are WRONG.
