Herr Wood is barking up the right tree...The holster nose is way too wide for the slim barreled Luger Pistol. The front looks to be cut away. The lift strap is to lift the pistol up enough to get hold of it..Looks like someone made it unnecessary.
Hard to tell really what this might have been for exactly...Usually German Flare gun holsters had a cleaning rod apparatus on the outside with a cup for the rod. Jerry Burney
