Marvin's correct, EWB information is in "Weimar and early Nazi Lugers" by Jan Still, page 109
"The Einwohnerwehr was a paramilitary police force raised by the Reichswehr to allow German citizens to protect themselves from revolutionaries and looters. Small arms issued to such units had an E.W. with a letter signifying the state or city branded into their grips or stock."
In the case of EWB, the B signifies Bavaria.
On page 109 is a photo of an artillery Luger with EWB carved
into the right grip, and a bayonet with EWB in a grip.
