German made, circa 1930s, found with some foreign contract lugers.
I have a similar one, which came with my Dutch M1911 KNIL luger. It's not correct for the Dutch KNIL versions (which had nickel plated tubes), but would be correct for Dutch Navy contract guns made by Mauser.
