I see the seller with the cheaper grips are from France. I guess the prices on Lugers and accessories are still cheaper outside the US. With just not enough collectors with a valid license to make a marked for them.
..Oslo is currently the worlds most expensive city, still, it's quite easy to find a nice shooter at 160$, like this one

With the fantastic new thing called internet, it has become much easier to compare value and sell internationally. So when large lot's of parts is available, the price usually ends up just a little under the normal "ebay-price".
