One distinctive aspect of Navy mag pouches that I have noticed is the peculiar stitching of the belt strap to the back of the magazine pouch. The stitching, while parallel, stops at different points on the center of the strap. This construction results in a situation that, if worn on a belt, the belt would pass through the strap diagonal to the strap resulting in the pouch being canted forward on the belt much as a holster does.
An additional concern is the lack of a maker's mark which should be present on all government acquired leather goods. I believe that this fellow's mag pouch is a dressed-up Portugese.
