Biff,

Plain clothes officers carried Mauser 1914s, Ortgies, HScs, PPs and PPKs. Small easily concealed pistols. I wouldn't doubt that in some instance a Luger may have been carried, but not commonly. Sauer Behordens and 1930s were developed for the police and were very popular.
