An approach that works for me :

" I may generate some laughs...

But I brought in a Swiss holster from Switzerland which had its inside surface covered almost 80% coverage of powder/mildew down the well of the holster.

I had a small container of Desenex Antifungal Powder in the house.

I applied a liberal amount down the well of the holster, closed the flap, and shook the holster vigorously.

I left it in the garage for about 2 days, emptied out the powder, and blew the inside of the holster with my compressed air.

I check that holster about every month and no white powdery mildew has re-appeared.

I did not dare use a spray-can version of the Desenex stuff...as I was afraid of alcohol or other propellants in the spray. "
