I'm not certain, but I don't think that anyone under the age of 21 can buy a handgun in any state. At least that's what they told us in the CCW course...
But that doesn't mean that his parents can't buy it for him. I have a buddy that has buying guns for his kid since his wife got pregnant. Not sure if that's just his excuse to buy more guns but it works for him...
