The unit mark appears to be police. The second photo is an Imperial mark.
It is not common, yet not rare, to find police unit marked tools.
Marking may be for Schutzpolizei (Protective/Municipal police) Schneidem�¼hl IV (4th) Centuria (District) weapon #39
