In a word, no.

Depending on the purpose of a "rework", who did the work, and the nature of the work performed there might be inspector stamps or arms depot stamps on individual pieces; or the rework might have a stamp identifying the rework agency--VoNo, Frankenschloss, Simson, Krieghoff, e.g.. Or it might not.

Very often a description of "arsenal refinish" is a fantasy excuse for the fact that Luger has been reblued, which buffing would necessitate.

Note, that armory rework in Finland, Switzerland, Indonesia (Dutch Lugers), and East Germany usually involved complete refinishing of the guns.
