1939 holster

I have what I think is pre-45 luger holster marked carl hepting & son ..... 1939 . The only think I can not find is the inspectors stamp (teh WaA # . Can 1939 holsters not have the inspectors stamp?

In Walter's Luger book Hepting's trademark was HEPCO. They had a sub-bureau # WaA 101 (1934-41). Could it be commercial?,Anybody Know?
