Luger tool with reichsadler marking

Just a a german luger holster marhed ehrhardt & kirsten 1938 with waa170 marking and eagle from finland with SA mark on flap for my m23 luger. In the pouch was a tool with just a reichsadler eagle on it, no other marks. Any info on these?
