This may be a practical proposition in those parts of the world where civilians are prohibited from possessing anything in 9 mm Parabellum. How ever there is a cartridge prevalent at least in Italy called (If my memory hasn't failed again.) the 9 X 21 which is factory loaded and is simply a 9 mm Parabellem with the case 3 mm longer and loaded to the same performance level and same over all length as the 9 mm Parabellum. Its sole purpose in life is as a dodge around the 9 mm Parabellum prohibition.
As an interesting aside, the people at Ruger tell me that Europe was the main market for the P89 chambered in 7.65 Parabellum. The 9 mm prohibition keeps the 7.65 more popular than it is here.
