i have a few lugers for sale.
i have a c&r ffl. but i am unshure how to ship snce the latest changes in ups shipping rules changes. what are the best ways to ship?

Several ways - UPS or FedEx go to their hub.
Get an account and have them come to your house or drop off to a driver.

Pay a gun store to ship for you

As an FFL you can use the post office. I do it all the time. You fill out a PS form 1508 and hand it to the person at the counter when you give them the packages. You can print out blank forms from PDF files online and have it filled out in advance. I've mailed hundreds of handguns that way.

Just to clarify, as a 01 FFL holder you can ship via the post office.

As a C&R holder though you can't send handguns through the U.S. Postal Service, but you can send long guns (as long as they are C&R eligible).

Do not use one of those local "mail box" type places.

In some states, 01 FFL to 01 FFL is the only way allowed. When I first got into collecting, I obtained 03 FFL (C&R) applications. Then I found out its use for sending/receiving guns via USPS would not be possible. Its only advantage is to obtain a discount from ammo outlets. But now, any ammo must be picked up after it arrives at your dealer.

One can send handguns via UPS or FedEx only to an FFL. But last I checked, they need to be sent overnight--and both charge around eighty bucks for the service. Your 01 FFL dealer can send them for ~$15 via a medium flat rate box, so that's been my choice all along. Whether or not the dealer will charge for doing so depends on how much of a greedy "Richard" they are. Mine didn't charge for outgoing transfers, and since the guns were already on my permit, no paperwork was necessary when picking them back up later.

I don't know if the background check for an 03 FFL is as "colonoscopic" as for an 01. Throughout the country, it's a patchwork of varying/conflicting rules and regs--or a lack thereof, and reciprocity of carry permits among states is just as crazy.

Some uniformity of rational, evidence-based regulations would be good, I think.

As a C&R holder, my local dealer will ship a handgun for me to any legal recipient for $30 via USPS Flat Rate (I have to do the packaging), unless the handgun is exceptionally large, in which case it costs a bit more.

Still much cheaper than using UPS or Fed-Ex, and their hubs are 15 miles away from me. The Post Office is only 3 miles away. No brainer for me.

It smart to work with a trusted local FFL shop.
Even better if they are gunsmiths!
