hathitrust, yes i found this site ....

because i can't find the attached pictures at the 1894 report i thought to be on the wrong way.
i have no idea about the organisation of the board, was there a board for navy, artillerie, infaterie, small arms ...??

confused ..... but the night lasts long, will keep searching

but, nothing, i found absolutly nothing borchard related within the
--annual reports of the secretary of the navy (checked 1894 til 1897, hathiTrust)
--annual reports of the chief of ordnace (checked 1894 til 1897, googlebooks)
