It will be interesting to see how this proposed amendment is received, by both Gov Cuomo (who enacted the Act by executive privilege) and the various special interest groups and political parties active on both sides... :)

It's interesting to note that the five boroughs of NY City comprise 42% of the population of NY State not including those surrounding counties also named in the amendment...

If passed, this amendment could be a model for other restrictive states...
