This tool was in a 1917 holster of a 1916 DWM Luger I recently purchased from my wife's uncle. I can't really tell what the marking is. First, is it original and second, who's the maker? It's been in the holster since 1955 when he purchased the gun and holster at a pawn shop.

Hi Jeff,
Your tool displays all the characteristics of an Imperial era Erfurt tool. It has the distinctive Erfurt shape and like all tools from Erfurt, it is un-blued. Imperial tools from both Erfurt and DWM had file cut edges, and these are visible in the photo you posted. Unfortunately the inspection mark is only partially struck and I can't make out the letter. Thanks Norm! That helps a lot. It's good to know that it's "era correct" for my 1916 DWM.
