I believe that the other symbol is referred to as a "flaming bomb" symbol.

It's use is associated with the DWM chief inspector.

No, the symbol would be used within the factory to indicate the firearm had been inspected by the chief inspector. The other number may be the mark of another inspector in one of the manufacturing processes.
