1939 Police Mauser Banner

Hi All,
In Jan C Still Third Reich Lugers page 153 it is stated that leftover Simson parts were sometimes used on police Banner Lugers.
If I am not mistaken the Simson machinery plus stock was taken over by Krieghoff, then how Simson parts ended at Mauser? Any idea ?
