1900 Commercial and AE S/N question

All I have for my ref. is the book "Lugers at Random" I've had since 1970. I was looking at Ed's 2-1900s he has at auction now. One looks straight forward, the 1900 AE. The s/n range and "Germany" fits the book, but the other 1900 has me puzzeled as to it's type. It's not a American Eagle, the only other 1900s listed in the book are a 1900 Commercial (outside the Swiss and Bulgarian). It list the S/N range only up to 19000 and only a total of 5,500 made. Ed's other 1900's S/N is 21430 , outside the 19000, but close and no "Germany". Is Ed's a 1900 Commercail? If so, at only 5,500 made, that would seem rare compaired to about 100,000 Navies made. I guess most of them were converted to 4" after WW1 and that's why they so rare. If it's a 1900 Commercial with only about 5,500 made, why do many other Lugers, that are listed as over 40,000 made, seem to bring a higher collector value?
Thanks, Bill
This is not to question Ed's auction listing. Just trying to learn more

And I am still learning a lot about them, as these were new to me also.
