1916 Navy?

I petition my betters for their opinions on this 1916 Navy, offered by a well-respected dealer. My concerns are with faint DWM markings and strange polishing marks. Is this a period refinish?

This particular navy was discussed over on Still's site. The consensus from those members was it is a refinished piece.
