Does it look like there might have been a second strap with this, in addition to the one strap that is shown in your photograph?

Holster is for a flare gun?

Oh, Aaron might be right! I don't see any evidence of provisions for a second long strap on it. If at one time it had a second long strap on it, I would have thought it might have been a shoulder holster. It has that flattened pouch-like look about it. But now I don't think it is a shoulder holster, and I have no idea what it actually is.
