No serial number and fxo production code would be correct.

would that be an eagle with the number 37?

Eagle over 37 sounds more like a WaffenAmt (WaA) marking, of which I am no expert either. fxo is the production code for the Haenel factory which delivered magazines to the Lugers being made at the Mauser factory (code byf, among others). There may have been additional suppliers of magazines as well, but others on this board will be able to give you a much better explanation. After 25 years I am still a novice on Lugers.

henny99, the e/37 would be correct. This mark shows that it was accepted by the army.
